In 2025, an alleged Fresno County drug dealer had multiple adult females overdose on fentanyl at his home. Though the small local law enforcement agency where this suspect lived was investigating, it shifted into overdrive when one of the females’ one-year-old child overdosed and died.

When questioned, the suspect, Rafeeq Mohammed, 28, said it was all an accident. The case stalled and went inactive.

The Fresno detective, working with Finding Kids’ Decoy staff, was incensed that a one-year-old child was dead and the known suspect was walking around, free. She couldn’t let it go. In October 2025 she directed our Decoy to contact Mohammed online and soon discovered that he was a suspected trafficker who immediately attempted to recruit our Decoy.

For months our Decoy kept the dialogue with Mohammed going, patiently gathering evidence of not only pandering, but major drug sales and possibly manslaughter related to the overdose deaths.

In March of this year Fresno Police sprung the trap by arranging a “meeting” between Mohammed and “Lucia,” our Decoy. The suspect took the bait and arrived with several baggies of cocaine. He was arrested for pandering, pimping, and narcotics sales. Our Decoy’s actions resurrected this inactive case into real action aimed at prosecuting these overdose deaths and charges of human trafficking of a minor.
